Here are the TRICARE dental changes for 2019.

The TRICARE Retiree Dental Program (TRDP) ended on December 31, 2018. Anyone who had that plan was able to choose a dental plan from among 10 different dental carriers in the Federal Employees Dental and Vision Insurance Program (FEDVIP.) Coverage started on January 1, 2019 after a short enrollment period.

FEDVIP has not been available to Department of Defense beneficiaries before but now will be to those who have been eligible for TRDP. This includes most retirees, as well as dependents up until age 21 if they are not a student, and 23 if they are. Active duty families can qualify for FEDVIP Vision but will need to wait until 2022 for FEDVIP Dental. Active duty service members are not eligible.

As far as the FEDVIP Vision plan goes, beneficiaries can choose between four different vision plans. TRICARE Young Adult Enrollees are not eligible for FEDVIP Vision.

Those who do qualify for FEDVIP would have needed to enroll during open season. Otherwise they would need to experience a Qualifying Life Event, which would be:

  • Military:
    • Activating
    • De-activating
    • Injured on active duty
    • Moving
    • Separating from active duty
    • Retiring
  • Family Changes:
    • Getting married
    • Divorced
    • Giving birth or adopting
    • Placement of a child by a court in a member’s home
    • A child going to college
    • A child becoming an adult
    • Becoming medicare eligible
    • Moving
    • Death in the family
    • Losing or gaining health insurance
  • Government-directed:
    • PCM changes
    • Plan changes

Please note that FEDVIP is the same plan that is used by Civil Service and Government Retirees.
